Contract Description:
PROJECT PURPOSE:
This project is proposed in two phases. Phase I will provide an independent review of the work on the Klickitat Step 1 Masterplan which recently was not fully approved to move to the NPCC Step 2 process. The focus of the Phase I review will be to provide alternatives and actions to support development, refinement and add value to the Step 1 Masterplan, addressing all documented issues from the ISRP and NPCC. This proposed process will provide an independent, impartial project review by a team assembled specifically for this study. Areas of focus will be fisheries science, engineering (only presentation and organization of existing work), budgeting and cost analysis and presentation and plan presentation (plan writing). The review will be a structured interactive approach with the YN staff and be specifically focused on exact needs to develop a revised approvable plan for NPCC. The results of the review will be all proposed revisions and a plan to revise the exsiting plan. Phase II will be implementing the proposed revisions from the Phase I review.  

PROJECT DELIVERABLES PHASE 1:
A complete review of work to date, ISRP reviews and NPCC comments. A focused technical review that will help address goals for a revision of the plan. Results from the initial review (Phase I), will be a plan and approach for revision of the existing Step 1 plan. The plan will address all needs to complete an approvable Step 1 Masterplan. A fully annotated outline will also be provided. This outline will be a detailed template for the proposed needs for revision.

PROJECT DELIVERABLES PHASE 2:
The Phase II portion of this project will provide revisions to the existing Step 1 Masterplan per the study and plan provided in Phase I. This budget doesn't address needs for engineering options, cost analysis and review.

BACKGROUND:
The contractor was asked to organize a review team to support the project sponsor in review and ultimately revision of the Step 1 Masterplan that was not approved in the NPCC process. The review will focus on key areas of the plan that will add value and may be needed to produce an approvable plan per NPCC requirements.
